<p class="dropcap">Neatsville is the kind of place that only exists on paper if you never look up from the paper. It is an unincorporated community in Adair County, Kentucky — a township that the Commonwealth's maps still remember but that no city charter ever claimed. Unincorporated means no mayor, no police force, no postmaster of its own. It means the road signs stay up out of habit, and the county seat miles away handles the business of the county seat.</p>
<div class="pull">An unincorporated place is not a place that failed to become a town. It is a place that never needed permission to be one.</div>

<p>That is the entire civil record of the place, if you count by the numbers. Elevation 705 feet. Where the county starts getting hilly and the farm trade crosses the creek. Not a lot to hang a highway sign on, and it does not need to be.</p>
<h2>A short film</h2>
<p>I made a short about places like Neatsville — the unincorporated ones, the map ghosts, the crossroads that the atlas files under "the rest." It is on my <a href="https://4ort.mov/@alan-edler">4ort.mov channel</a>, sixty seconds, voiced, because a place like this deserves more than a table row. You can drive through Neatsville and miss it if you blink; the film is the blink slowed down.</p>
<p>Why would a warehouse man from Lake Cumberland make a film about an unincorporated township? Because I have spent thirty years counting the things a ledger insists are whole, and every one of those places taught me the same thing Neatsville teaches: <em>a thing does not stop being real because nobody is keeping strict time on it.</em></p>
<h2>Why it matters</h2>
<p>When I was a younger man I used to think the goal was to get somewhere population enough. Somewhere the map put a circle around. Then I spent decades driving through and working beside the places the map decided to leave alone, and I learned to read them. Neatsville, and every unincorporated corner like it from Russell County down to the Cumberland, are the connective tissue of rural Kentucky. They hold the people who tend the ground and keep the roads honest.</p>
<p>The ledger records the whole. The map records the named. Both are quieter than the ground they stand on, and the ground stands regardless.</p>
<div class="pull">I can tell you exactly what a cycle count is, down to the variance percentage that triggers a recount. What I cannot give you a percentage for is the weight a crossroads carries when the county seat is forty minutes and a generation away.</div>
<h2>An honest appendix</h2>
<p class="dl">Me, I keep a kind of secondary inventory now, separate from the SKU sheets. It is a list of places, not parts: each one logged with its GNIS number where one exists, its elevation, its coordinates, and its reason for being. Neatsville is on it. So is my fishing cove on Lake Cumberland, which has no GNIS number and needs none. Some records you keep because a system demands them; some you keep because the place earned a row.</p>
