The Waste Tax

Every supply chain charges a tax nobody budgets for. Define is how you find it — before you spend a single dollar improving anything.

I've spent my career standing at the edge of value streams with a stopwatch and a baseline. The most expensive sentence in operations is "we know what's wrong." Usually you don't. You have a hunch with an invoice attached. The Define phase of Lean Six Sigma is the antidote: it forces you to write down the problem, the goal, the scope, and a starting measurement — before anyone touches a process.

The seven deadly wastes

Lean tradition names seven forms of muda (waste), inherited from the Toyota Production System:

Transport
Inventory
Motion
Waiting
Overproduction
Overprocessing
Defects

My stopwatch habit: on a receiving dock, a carton's value-adding touch time is often under 10% of its dwell. The other 90% is waiting — staging, count, recount, storage. Waiting is invisible on a P&L because it isn't shipped as a line item. It hides in headcount, floor space, and system lag. Define makes it visible by mapping where the box actually is at each hour.

DPMO and the sigma gap

Process capability is a number, not a mood. The canonical scale — assuming the standard 1.5-sigma process shift — runs roughly:

≈ 66,800 defects per million opportunities
≈ 3.4 defects per million opportunities
(~67k → 3.4 — a 99.99966% success rate)

The exact constant depends on the shift assumption, and practitioners argue about it — they should. The frame matters more than the tenth: each sigma of improvement is roughly a tenfold cut in defect rate, and every defect upstream is rework downstream, compounding like interest.

You cannot fix what you cannot first measure to a baseline. Fixes without baselines are opinions with invoices.

The Define deliverable

A proper Define phase ends with a one-page contract, not a thick binder:

The champion is the quietly decisive row. A supply chain isn't a diagram — it's a promise between people. Find the waste, name it, and you give that promise a chance to be kept.

Worked example. A warehouse stages every inbound pallet two extra days because the receiving system queues updates off-shift. Baseline: 68-hour dock-to-bin cycle, 41% of it pure wait. Define scoped the fix to the handoff, set a goal of 20 hours, named a shipping supervisor champion. Measure confirmed the wait was a queue, not a skill gap — the team had known it all along, but nobody had measured it until Define.
